About the Role

Air Traffic and Navigation Services (ATNS) is seeking an experienced Manager: Information Communication (Peromnes Grade 7) to oversee the performance and operations of the Aeronautical Information Communication section. Reporting to the Head: Aeronautical Information Management and Systems, the successful candidate will ensure that the aeronautical telecommunication service efficiently collects, processes, and exchanges Air Traffic Management messages — ensuring safety, regularity, and efficiency in international air navigation.


Key Responsibilities

Information Communication (AFTN/AMHS)

  • Plan, execute, and monitor Aeronautical Information Communication operations in line with safety protocols and regulatory standards.
  • Administer AFTN/AMHS/SWIM fault management and network security.
  • Oversee the distribution and compatibility of ATS, ATFM, NOTAM, Datasets, and FF-ICE messages within the ATM system per the ATM Information Reference Model (AIRM).
  • Manage client liaison, document filing, and ISO compliance.
  • Maintain accurate records of all aeronautical data changes and ensure full traceability of disseminated information.

SWIM Services & Artificial Intelligence

  • Define and implement information services (interfaces, payloads, and overviews) provided via SWIM to the ATM community.
  • Establish SWIM standards and governance mechanisms to ensure data integrity, security, and interoperability.
  • Develop applications and AI-driven tools to enhance aeronautical data management, analytics, and product innovation.
  • Drive efficiency and responsiveness in managing growing data volumes through AI technologies.

Systems, Applications & Networks

  • Monitor and configure Aeronautical Telecommunication Network (ATN) services for ATS, aeronautical operational control, and related services.
  • Oversee network performance (AFTN/AMHS/SWIM) and ensure compliance with international standards.
  • Report on network availability and system functionality to optimize performance.

Governance, Compliance, and Risk Management

  • Develop and maintain processes, procedures, and protocols for information communication governance.
  • Ensure compliance with all ICAO, national, and ATNS regulations.
  • Identify and mitigate operational and cybersecurity risks.
  • Address process gaps to maintain high standards of reliability and compliance.

Stakeholder Relations Management

  • Build and maintain relationships with internal and external stakeholders to ensure collaboration and alignment.
  • Represent ATNS in national and international aviation forums, including ICAO, CANSO, and other working groups.
  • Contribute to industry development and regulatory consultations at regional and global levels.

Financial Management

  • Manage operational budgets in alignment with ATNS priorities.
  • Control expenditure and ensure cost-effective utilization of resources.
  • Monitor and report on financial performance and budget deviations.

People Management

  • Recruit, train, and manage a skilled Aeronautical Information Communications team.
  • Oversee onboarding, performance management, and succession planning.
  • Foster a culture of safety, continuous learning, and high performance.
  • Conduct training and proficiency assessments for team members.
  • Mentor and coach staff to ensure capability development and knowledge transfer.

Minimum Requirements

Formal Qualifications:

  • Grade 12.
  • Core Content/ATS Course.
  • Communication Data Course.
  • Communications Networks Course.
  • System-Wide Information Management (SWIM) Course.
  • Advanced Communications Networks Course.
  • Management qualification (Degree or Management Course).

Experience:

  • Minimum 10 years’ experience in Air Traffic Management operations (AIM – NOTAM/AIP/DATASETS/COMMUNICATION CENTRE).
  • Expertise in Aeronautical Telecommunications and Networks – including AFTN, AMHS, SWIM, and VoIP technologies.
  • In-depth knowledge of ICAO documentation for ATS and ATFM messages, datasets, and FF-ICE.
  • Experience in defining specifications for AFTN/AMHS/SWIM communications systems.
  • Skilled in API design and implementation for aviation information services.
  • Strong background in network protocols, datalinks, and system troubleshooting.
  • Proven project management and team leadership experience.
  • Proficiency in Microsoft Office Suite and related software tools.
